PROGRAM: US Coast Guard's Response Boat-Medium Project
PRESENTED BY: LCDR Douglas Liess, USGG; Executive Officer of the Response Boat-Medium Project Resident Office in Kent, WA
SUMMARY: In June 2006, the Coast Guard awarded the contract to Marinette Marine Corporation of Marinette, WI to replace and upgrade the aging 41' Utility Boat (UTB) with up to 180 new boats. The new Response Boat - Medium (RB-M), initially built at Marinette Marine's subcontractor's (Kvichak Marine Industries) facility in Kent, WA, was designed for improved performance, crew efficiency, and operational availability, making it a true multi-mission platform. It takes advantage of state of the market technology, including proven hull form, propulsion systems, fendering systems, and navigation and communications equipment. It will be substantially faster than its predecessor and its improved communications and navigation system will give crews greater situational awareness.
The RB-M was designed using a unique 3-D approach that helped streamline the production process. The data created in this design process will also support the RB-M logistics system and will be used in electronic technical manuals, allowing crews to view 3-dimensional graphics of boat equipment and automate maintenance reporting.
The first boat will be delivered to Coast Guard Station Little Creek, VA in March with five more delivered later this year to stations around the United States for testing and evaluation under different operating conditions.
ABOUT THE PRESENTER: LCDR Liess is a 1994 Graduate of the United States Coast Guard Academy and in 2001 received a Masters of Engineering Degree from the University of Michigan in Concurrent Marine Design. He has 14 years of experience in USCG Acquisitions and Naval Engineering including assignments at the Buoy Tender Replacement Project Resident Office in Marinette, WI from June 1996 through June 1999; and as the Chief Engineer in USCGC DECISIVE from June 2001 through August 2004. He is currently assigned as the Executive Officer of the Response Boat-Medium Project Resident Office in Kent, WA.

ASNE is a 100 percent volunteer operation and there are many ways in which you can serve. There are always projects, both long and short term that we can use your help. Near term, we need volunteers to help with planning for the upcoming 2008 symposium that will be jointly sponsored by ASNE and the Keyport Naval Undersea Warfare Center and held locally. The topic is Undersea Human Systems Integration, which is an important part of Keyport's operations and a leading interest throughout the Navy. This symposium is an excellent opportunity for ASNE to do what is does best by linking up key public and private organizations to better improve knowledge and understanding of naval engineering matters. Any interested volunteers (both individuals and local companies considering sponsorship or exhibition participation, contact Bill Dearey or Chris Chuhran.
